So on the PC version, players can download custom texture packs and skins for free and use them in their game. Why can't we have this on Xbox? I saw a tweet that "Microsoft legal is investiaging PC texture packs on Xbox", why would this be an issue? When you upload one of your textures or skins to something like PMC you willing know that you're allowing others to use your work for free.
Also why not follow the Forza livery model, where players make custom textures and skins on the Xbox and via an in-game marketplace they can share their work with others for free. Many games have a system where users can upload their stuff for others to use. Even in Madden you can download someone else's custom playbook. There would be no legal issues and it wouldn't cost players MS points (now known as just real currency).
They use skins, and now Texture packs as a source of continuing revenue the same way other games use DLC. They really should put that as a sticky on every page of this forum, this question has been answered a thousand times already.
