Ghasts' range and fire powers make up for their lack of health in difficulty.
Magma Cubes have a lower spawn because of ttheir loot. Fire Resistance are not too hard to get, but not too easy.
Zombie Pigmen are also fine. They hit hard enough as is, especially in groups.
If you want a harder Nether, try Superflat.

Tougher Ghasts
Not their attack power, but raise their health to 7.5 Hearts so they would be harder to defeat.
Magma Cubes
They would either spawn more frequently or drop more magma cream.
Zombie Pigman
They should spawn more frequently and should be more dangerous.
This is the ideas for the nether.
