I'd like a smaller TNT type explosive that uses less gun powder and breaks, not destroys the surrounding blocks. It would be helpful, to be able to blast a seam of coal out or even speed getting cobblestone for buildings

A weaker TNT wouldn't barely damage--if do any--a wall at all since Stone has a high blast resistance.
If it were made weaker, it may not break anything.
Possibly true, but my experience with TNT is I set the charge off and get a big hole with no cobblestone, I just want it toned down enough to turn stone to cobblestone and possibly coal ore to coal and and not vaporize them. I know I'm bucking the trend here by downgrading instead of asking for THE MEGA-NUKE <fading echoes>, but I'm finding TNT to be a little overkill for use in mining. Now don't get me wrong, TNT has it's uses especially in teaching kids to stay out of my chests ("Mommy, Daddy blew me up again") and getting rid of mobs.
You know I read this yesterday, and I got to thinking about his last night. Well what I came up with is to have multiple "tiers" of the charge. The basic concept would would be to surround a piece of TNT with like wood, stone, iron, or diamond. Now im just going to use the wood tier charge for an example, basically it would only blow up what a wood pickaxe could mine, stone and coal. Then a stone would do what wood could but also iron, and so on. Basically the TNT of the tier is able to do what you could with the equivalent tiered pickaxe
This is all stupid... You don't need a smaller TNT blast, you need something to block off the TNT blast. Thats already been made and its called obsidian. Obsidian has a high blast resistance so it never really explode when prompted by TNT or a Creeper. So just place it on the skirts of what you want to blow up then blow it up. If your playing in survival thats a whole 'nother problem... obsidian is quite plentiful but it takes a long time to mine.

I don't think you read the whole post. The problem with TNT is that it destroys the blocks. What the OP is talking about is a TNT charge that, when it detonates, breaks the blocks, not destroy them. Before calling something stupid, be sure to fully read the OP's post and the responses before you post. This is actually a really good idea, and Cobalt's suggestion about a tier system is really good.

Whats the diference from break and destroy in minecraft?
Destroys as in doesn't drop most of the blocks that were taken out.
Thats exactly what TNT is for, to destroy stuff. Do you think that in real life, miners use TNT to extract fossil fuels? No they use it to get the fossil fuels and destroy uneeded things. Im not really speaking bad about you but rather this topic.
I know Minecraft isn't reality but in reality you can choose the level of explosive from breaking ore up to vaporizing a city. I just want to break stone and have a hole with cobblestone in it, not a big hole with nothing but air in it..

Why no, I thought TNT would fix blocks,
