In the middle of an ocean, the water should get an ominous dark color. Serpents will attack and what is that? a rocky island? Flying around the island, would be some kind of dragon. I think the dragon should be red or green. This dragon would respawn and always come back. If killed, the dragon drops dragon skin and can be crafted into the best armor in the game, better than diamond. To make it better, you can craft molten metal, whether gold or iron, to make it stronger. Gold dragon skin armor would be the best looking armor in the game. In the ocean, there would be serpents that drop serpent teeth. Their bites would be toxic and their teeth would be toxic too. You would craft them into swords and knives. Under the island would generate a cave that is accessible from the water and inside, would be a treasure chest with piles of gold around it. (Gold piles would basically be gravel with a yellow texture and act like gravel but drop nuggets when mined.
I personally don't want even more things to look for in a new world, and Diamond Armour is overpowered as it is.
Will this new armour grant more than 80% protection and then be further boosted to 100%.
No thanks, I'll stick with one dragon and the already-painful search for everything....
Hmm, seems likely. You want one dragon that drops nothing and doesn't even respawn and once killed makes the dimension useless. Seems legit.
It drops enough XP to reach level 70 and an egg for bragging rights. Also, you can use the dimension for End Stone, a way to get lots of obsidian, and as an Enderman farm.
Per the original idea, poisonous serpents, dragons, new armor and weapons... it sounds like Beowulf. I also don't really know what anything would be like. What's the dragon's behavior? How much damage does it do? How good is the armor? Can serpents destroy boats? What are the stats of the new gear?
It's not a bad dragon idea, but I'm not entirely convinced.
Maybe the dragon would fly around the island and every once and a while get tired and land for a bit. Also breathes fire. I don't know why I did not say that before. The fire would light things on fire like wood. Damage would differ by difficulty. The dragon would be neutral but it would be hard because the serpents would be hostile and attacking a serpent would provoke the dragon. Yes the serpents would destroy the boat. It would not show itself before it attacks or destroys the boat, then it shows itself. Maybe the serpents have the ender acid feature too.

The inability to tame and fly the dragon makes the idea quite a bit better for me, and I appreciate the extra information. But if you ask me, the serpents need a nerf, as any water-based mob would be hard to fight, especially if it it could break your boat.

You mean the dragon that gives you 75 levels and a cool dragon egg? And the dimension that can be made into an enderman farm that gives 30 levels in 10 minutes?

I don't really find any of this necessary. This whole thing would be negated if the ender dragon respawned. There's already a whole dimension donated to the ender dragon, do we need another biome for another dragon? No offense but the coolest thing I read in your post was having piles of gold nuggets. I would TOTALLY dig that. I would have a ginormous room in ALL of my worlds containing piles of gold. Genius Idea.
