So I saw that someone else made a thread on this but one of the moderators said it's against the terms of service. So why not get lets say, 5 of the best mods decided by community vote, most downloads or some other way of determining it and turn the mods into downloadable content, that way it will stay in the terms of service as its classified as DLC but give the players the best mods on the pc.
I just remembered that the two versions are made by different companies, and that would cause some complications I'm guessing, but in theory could it work?
Oh and moderators, if you do you lock which I see happens a lot with threads mentioning mods could you explain why it wouldn't work just for the sake of me knowing.
Please do not request mods. If there is a feature you would like added from a PC mod, please request that feature instead. You may use a PC mod in reference for the feature request.

The reason we do not allow mod request is simple. There a hundreds, if not thousands of mods that are created. Mods also have very many features that effect the game differently.
The last thing is Microsoft does not allow people to "modify" Xbox games, or the system themselves. Developers who are licensed by Xbox are the only ones allowed. This applies to Indie Dev. companies also.
Microsoft also requires all content to go through certification testing to make sure there is no backdoor, or policy evading elements in the downloads.
Lastly, PC Minecraft and Xbox360 Minecraft are coded in two different languages. PC Mods would not be compatible.
