Hi, I'm not use to doing this but here goes it
. The basic idea is for like the title said, a texture pack creator and a skin creator
Now, I have heard the whole deal that a skin creator won't happen because of copy rights, but this is where mine is different, the skin creator won't be a basic pixel by pixel type deal, this will be already pre-made parts that can be mixed and matched into different skins, if you have ever been to( http://www.minershoes.com/ ) here you can create skins from parts that are already created, this may help with the copy right for Nintendo characters
Now the other part was the texture pack creator, this is basically identical to the skin creator, http://painterlypack.net/, here you can pick everything for your texture pack, from the basic of how you want your grass to look to how your want the armor and so on, once again with everything being made by 4j and released to us it would help with copy right

This has been suggested quite a bit before. Even more before there was a suggestion forum.
I also doubt it's ever going to happen. Skins are far from the top of 4Js to-do list at the moment and near future. It's also something that has to pass 3 different companies. Microsoft might think one thing, Mojang another, and 4J something completely different.
