just a few questions how the economy works? taxes? what would people like to see? how to do a rotation so server runs 24/7 ill need some people who play often for hosts. give me some ideas ranks, military, bandits, theives, jobs.
When I think of a survival server I think of going out and exploring.
But there is a few different ways you can go.
Having shops jobs and taxes would be more RPG.
Then there's adventure where you might build dungeons where people can go in and solve puzzles fight mobs for a loot prize.
I would suggest making a map building into each of them allowing people to play how they choose.
Have a PVP wilderness outside your towns limits where the shops reside.
In the wilderness there are no rules this would make buying a house in the town a smart move.

Make sure you don't destroy any spawners you find ,cover them up visibly and create a few rooms around them.
Some with loot chests, some with traps.
Maybe trigger able dispensers that spit out spawn eggs.
