1. Mods are illegal on consoles, so the only way to have mod features on the Xbox is if 4j studios specifically added a certain feature from a certain PC mod to the game in some form. And saying "I want mods on the Xbox" gives them absolutely nothing to go on. If you want a feature from a specific mod, request the features in a separate thread in detail.
2. Texture packs are already in progress. They take time and they can't be added on a whim. With luck, they may be out in the next few months, but until they say something, we won't know when they come out.
3. They discussed this at Minecon last year: there are legal issues with giving people the ability to create skins in the likeness of other video game characters (like Mario, as they said at Minecon) who belong to other companies. The skins from the skin packs that we have now were used with permission from their respective companies (i.e. 4j got permission from Valve to make Portal skins, Left 4 Dead skins, etc.). In addition, the game is rated E10+, meaning the content provided by the game has to be suitable for children ages 10 and up, and I'd imagine people would make inappropriate skins if it was added.
Technically if jailbreaking your phone is a felony, then just imagine what modifying a game means to 4J and Mojang and the intellectual property.
Like purple monkey said Texture packs are a work in progress and IDK but I doubt we will be able to create our own skins maybe on the Xbox Fusion or whatever they eventually decide to name it, but hey we should find out in the next couple of days
