There aren't Mods on Minecraft for the Xbox 360 (yet)
He means moderator. The host can make players moderaters and they can adjust all the normal "player settings" (including banning) except for making other player mods or the host.
The host can turn on "host settings" (or whatever it's called) and then turn on flying, no exhaustion, and invisibility/invulnerability.
So he want's moderators to have those abilities too, which I agree with. However I'd prefer it do be an additional toggle for the host to let them have those abilities or not.
I actually would like that, too.
In a few of my maps, I could give people the ability to fly and spectate what others are doing.
This would be particularly useful in my fighting map after someone loses (granted I trust them).
Yeah, fully support with this, also I would like and option to put the game in survival and then in host options put yourself in creative so you can build while the others play the map
