Great idea, but Xbox is eventually going to mirror PC. Notice how almost every update XBox Minecraft has gotten is already in the PC version. I'm sorry but this idea will probably not be implemented unless it is added to PC first. Not to say it won't be added to the game, but it'll come to PC first if Mojang (or alot of people) likes it and then to XBox.
4J said that after the addition of ocelots,iron golems,etc they were going to veer off into their own direction. (Be different)
Wow...this is similair to the idea i had on adding powers into minecraft, i think they could go hand in hand soooo... FULL SUPPORT.
I would love to see some stuff like this on the xbox edition.
I did see your post and along with everyone else did think most items you mentioned were very overpowered, and that your idea did seem very similar to mine.

Don't mean to sound rude, but way wrong. 4J is only planning on going up to 1.2.3(I believe that's the one) before completely splitting off into something else. Certain things, like item frames, will be brought forward, but they're only planning on going to the major updates of 1.2.3.
OP: Awesome idea. This sounds a lot like the enchanting/spell-making system of Elder Scrolls IV: Oblivion. One of the best parts of the game, in my opinion. Definite support.
Where do you get off saying this? Minecraft Xbox wasn't made for newbs, it was made because LOTS of people wanted it

I'd just said that because, if you hadn't noticed, 4J tries there best to simplify or guide us through all of the new features in-game. For example the tutorial world guides newcomers step by step on how to break blocks, place blocks, smelt, etc. I personally never played or really new anything about MC until the 360 Edition was released. I guess it's simply because that was how I experienced the game. :/

I think the biggest reason for this is simply the PC vs. Console crowd. Sad as it may be, the console crowd get's their handheld through most every game, whereas on PC, you just pop the wiki up on another screen or alt-tab out of your game (yes I'm a console gamer, my laptop won't even run Minecraft).
I love the idea. I think you should get more uses though for the spell book. You should get the same amount of uses for the amount of experience used for the spell. The higher xp used the longer uses and rarity of the spell. Just like enchantments. If you want a five level spell because you want five lightning uses, you got something coming. The lightning should be a high level spell. They should also have different level of strengths. (Lightning1, Lightning2, etc.) I like the bookshelves increasing the level of spell, but since thats for enchantments, there should be something else. Maybe there should be a new mineral like aura ore and stone. They would have a whiteish color as an ore and stone. They would work like coal so when you mine the ore, you get the aura stone. They would be purely used for making the Spell Stone which would be used for putting the spell onto the book. The spell stone could be crafted by putting aura stone around all the edges and one diamond in the middle. To make the spell, you would put a book in a slot in the spell stone similar to putting tools in the enchantment table. To increase the power, you would put aura stone in another slot in the spell stone. The more the higher the spell power.
I don't think that would be the right use for spells. I think the player commands should just be a menu option when you hit start.

Normally I would, but it's a survival/RPG server with competing factions.
