Well I am building a city on creative and on super flat, and passive mobs have been getting in the way. Maybe you could toggle passive mobs off, Only on super flat though.when you toggle on super flat you get another toggle where you can toggle passive mobs.
And I you should be able to toggle night also because you don't really need night in creative. And you could still turn them on after the map is created.
