hey guys i know there is other topics like this one but i am trying to go all out in explanation in this topic. because if i give a good explanation i can probably get 4J to consider.
i think we should be able to make skins. not just free skins because then 4J would make money and they wont add this. i think we should be able to make one free skin then any time we want a new custom skin we must pay 80 points or 160 micro points. 160 microsoft points is about 1$ so i think thats i good deal to have. 4J can add a device in minecraft menu where you can actually make the skin how you want it. and no i dont mean like those old lego games where you place pieces together. but i mean where we actually have to draw our skins and use squares and the shapes they give us. and if you are wondering why we should let them chage us points it because. they will not allow this idea if they dont get money because no one will be buying skin packs. so all i am asking is @Mojang or at 4J please read this XD. im not asking for capes and im not asking for extra stuff. all i am asking is the ability to be our self.i dont want the ability to customize capes all i want is to customize skins.

The main issue, as stated by 4J awhile ago, was that this would allow us to create copyrighted skin, and because the Minecraft XBLA worlds are hosted by the xbox consoles instead of your personal computers Microsoft, and/ or 4J could be held liable (sued) for any copyrighted material, such as a player making a Mario, or Sonic skin.
I think another issue is the issue of censoring, in that a lot of times, we tend to be horrible, perverted, weird people and they want to make online play and what not more... acceptable for children, and while you can say that's why they have "Online interactions not rated by esrb" everywhere, but they do censor signs, so ya know?
I've seen suggestions for skin makers where you get like predetermind clothing and other kinds of things like Xbox avatars which would be pretty cool, but what we forget is the avatar stuff tends to be stupid looking lol. I dont mind the skin packs, they're cheap enough and it makes me feel as if I'm helping 4J out by sending them that dollar
And yes, I'm perfectly happy being a tuxedo creeper. The only possible thing I could enjoy more would be a mafia style guy with a suit and fedora

While I would like my own skin (as boring as it is for the PC), One_wnith summed up the problems pretty well.
The only way I could see is having "custom skins" is if they were directly approved by the staff, which would obviously flood them.
And the only workaround for that would be allowing players with so much time invested into the game to make one and then have it approved....
I say the best solution would be to make the skins like the Xbox 360 avatars, where you can change different aspects of the skin, like legs arms, torso, and head. This would solve both ends of the problem here, Microsoft cant be sued for having a Nintendo character on their system, and we get "custom" skins. Or since Microsoft are the ones so worried about it, how about creating a separate app for the xbox and part of the ToU is that you don't create skins of that nature, and breaking the ToU results in loss of the Privilege of using it, That simple. about approving skins, it would be quite simple to have a computer compare the skins created to skins of the characters that are already available as free public downloads from almost any minecraft skin site, if your skin is too similar to the characters they don't want it will let you know "your skin is very similar to a punishable skin" or something like that, with two options one to go back and change your skin, one to continue and risk your privilege. If you continue without changing it, have an option to report skins in the players privileges menu, I for one, If it meant getting fully unique skins, would report skins that break the ToU, and to ensure others will comply as well, if you don't report it you could lose your privilege too, not really hoping it has to come to this, but its an Idea they could try.

I was thinking something like that awhile ago. Though this would require a good amount of time and effort on 4Js part still. I was thinking they could periodically release a Skin Pack containing submissions from the community, this could be another charity pack (Like the Halloween Skin Pack) and could maybe even be an extra large pack as in it contains 100 or more skins from the community. And perhaps bump up the skin pack to maybe in the 300 point range and send a portion of the revenue back to 4J while the rest goes to 4J, and of course the creators of said skin get to see their gamertags (or names?) up in the Skin Pack under the skin they made.
I dunno, kind of as a few flaws, but I think there's enough incentive for the community (get a chance to get their skin in the game [bragging rights], get a chance to help a charity [feel-good about yourself rights] and to just have a skin they can't complain about in game. And also as some incentive for 4J as they get a bit of, more or less free profit, minus the time it takes to sort through and pick the best submissions, and let's them calm some of the create a skin crowd

I said this in my first post, most of the xbox avatar stuff tends to be boring and meh, at best. So, while I'm not entirely against this idea, I'd still much rather get skin packs every couple of months
i want a bunny that can run on all fours for an option of animation and fight with a sword in its mouth and we can change the size of our character 1 block the smallest 3 blocks the tallest X3
My idea for this would be to be able to have an option to change colors on the skins we do have... say instead of having the red spartan from Halo be red with a yellow/gold visor, you can change the color of the visor to whatever suits you. So with this, they could choose a portion of each skin that would be affected and allow that to be changed. It would avoid the copyright issue brought up with having our own skins, and there would be no need for approval from every skin made.

You mean a butter golem? Lol
But in addition to changing one of the colors, you could also have a slider to adjust the shade of the other color. Going back to my red spartan example, you could change the color of the visor to whatever, and instead of being able to change the suit color (since it would kinda defeat the purpose of having a red and a blue spartan) you could make it a light red, almost pink, or a dark red, closer to maroon. The only issue I could see is that 4j may not have gotten permissions to allow altered versions of the character skins we have, and some companies may not allow that for some reason.
