Well they added the reset the nether feature so why not reset the world!
There should be a menu option where the map opens up and you select the area you want to keep and everything around it gets reset. This is so everyone doesn't need to lose there stuff and can continue with there world while receiving the updates.
Idk if its possible but if they would be the only ones to make it happen.
Not sure if possible, but I would think it would be to delete chunks and then have them reloaded.
However this would most likely ruin the scenery in your map.
The biomes would be in different places with the new generation.
Ever played and old 1.6 map and its snowing in your desert biome?
And deleting old chunks and forming new map in same update would require different seed otherwise you would keep getting the same map.

It would be better if the worlds got bigger with each update, then the new area could have the new update things like biomes, minerals, and so on instead of a world reset. A better idea would be a world REFRSH, kind of like how on a website every time you refresh usually something changes like the ads.

That kind of refresh would be no different than creating a new world, O_o... Or well leaving some parts of the world unexplored.... The refresh for the browser I think would be a bad example, since that refreshes the page in its' entirety. Sure what you see might be minor changes like something new added, but Like I said that is no different than creating a new world...
I know someone mentioned a while back about chunk selection and unloading to some degree... but unsure that would actually work...
To what the OP said, the nether reset is quite different than what is being asked... It is a total reset to the nether, not just small portions... Which is a bit more tricky in the programming.. The nether might be part of the file, but a small part since how big it is, however that just makes it easier to do a nether reset option over a sectional reset option. Now I didn't say was not possible, all I said was that it is not a simple as a nether reset. There is going to be loss no matter what you do... If you choose to do a chunk way of designation of what you want to keep, there would still be a chance of you loosing something that you might have underestimated for, as chunks are 16x16 bedrock all up to 128 height. That takes a lot of math skills or really good eyeballing what is within a chunk.
Chunk unloading or designation would be the only think I can think of since it was mentioned in the past. Sure you could designate block for block in a selection, but you would need something similar to what Total Miner has in their soon to be update....(ok maybe still a ways off). I am talking about the copy/paste feature that utilizes I guess schematics or something like that I forget the name... but that is the only way I see something like this ever happening, at least the individual block selection... Besides something like that I believe only should be in creative as a tool.
There are other ideas out there for this kind of things, like above map expansion, but we can not have map expansion until they have something the computer does. unloading chunks not in view. That would be the one thing needed for bigger maps... or something like that, among other things. Of course something like that is quite unstable or erratic..
So at this time I just don't see it happening anytime soon.... Not that I wouldn't mind having such, it is just not near future like the next update...:D
