one thing EVERYONE needs to remember when you say that "mods cant come to the 360, its against xbox ToS," a mod, in pc gamer lingo is simply unlicenced content for the game, so translated to console speak, if 4J were to say, ask the mod authors if they would be willing to let them take the code for the"mod" and port it to the xbox, just like they are doing with vanilla, and add it into an update, then send it to microsoft cert testing, it is no longer a "mod" it simply becomes part of minecraft xbox 360, or they could put them as DLC, witch iin actuality, most dlc for games on the console started out as a new content mods for the pc version of that game anyways, but since this is a request thread , and some people might not get the point of this post, my suggestion is that 4J ask the creators of the minecraft pc mods if thry could use the code, i am sure, not that i can speak for them, that most will be like ok sure, as long as you dont say you made it you can use it, this is due to the fact that most of them play minecraft anyways, plus, if the pc and xbox use the same plugin system, it could help to bridge the gap between pc console cross compatibilty, this could allow for public servers on the 360, capable of handling the pc's infinite world system, and hosting 80+ players, this alone would give 360 users the true minecraft multiplayer experience, not just hangout and build with some friends, but REAL factions/clans, TRULY epic pvp battles, even a chance for 360 players to show pc users once and for all that the console is the best choice when it comes to minecraft.
