Add fossils under ground, and make it so that they can only be mined with a diamond pick axe with silk touch. Fossils would be as common as iron, just not spawn in veins. If mined without silk touch, it just gives bones. Make fossils be four coal in a furnace, and if placed in a nether portal fashion, it can be lit and make a portal to the cretaceous dimension. Here, there should be brown stone, and volcanoes that spawn around. There would be ender dragon sized dinosaurs, and they would be hostile, and neutral and passive. There would be stegosaurus' and they would be passive, just take a lot of hits. Triceratops would be neutral, and take a lot of hits. The two dinosaurs I said would be bred with leaf blocks. The ankylosaurus would be neutral, take a lot of hits, and do a lot of damage. It would be slower than the others. Tyrannosaurus Rex would be huge, hostile, take a lot of hits, and do lots of damage. Make it not spawn on peaceful though. Add raptors that are not much bigger than players. One should be hostile and the other should be neutral. Fights between mobs should be common, like raptor attacks triceratops, and then fights it to the death. Raptors should be no more powerful than endermen. Make some animals like pigs, sheep, and cows spawn here, just make them get attacked by raptors. There should be jungle trees that are spread out here. Make it tropical, and make the sky a yellowish color. Tried not to make a wishlist, there jut need to be mobs populating dimensions.
