I'm a small YouTuber and am struggling to record Minecraft on my computer. I have resorted to using my phone, which does an okay job. I have ditched OBS Studio for now, because it records at less at 0.1 fps in the output. Other apps, like VSDC Free Screen Recorder have done slightly better.
I'm no expert, but I've been thinking about recording and uploading to YouTube myself, so I've been experimenting with settings. I have an AMD A6-3620 2.20 GHz... I basically gave up trying to compare CPUs, especially comparing AMD to Intel, after the Pentium days, but I think maybe your processor is better? And I'm running Windows 10 Home, too. But I have no problems with recording with OBS. I did tests with both the Java version and W10 (bedrock). The Java version was worse quality, but I still got 30 fps.
I think the main difference between our systems is RAM. I have 16 GB. If you upgrade your RAM and are careful with running other apps at the same time, you should have no problem with OBS, and the other apps you had better results with should be even better. Also, make sure you have lots of hard drive space, and look up info on virtual memory. I tinkered with mine to make sure it would be good for recording.

Don't know the exact year, but I bought my PC at least 4 years ago. The CPU is not great, but honestly, I think my current bottleneck is the graphics card. And it would be nice to have a solid state drive instead of a mechanical drive, but I'm not made of money.

I have no idea about the CPU specifically, but I'm going to say 4 GB would be even worse than your current setup.
I finally looked up the CPUs to compare them. Mine scores lower on the CPUbenchmark.net website, but mine is a quad core, while your current CPU is a dual core. The first Surface Pro I looked up has an Intel Core m3-6Y30 @ 0.90GHz, which is also dual core and ranks below your current CPU. So, don't get a Surface Pro 4 with an m3. A Surface Pro 4s with an i5-6300U @ 2.40GHz is also dual core, but scores a bit higher than your current CPU. So does the Surface Pro 4 with an i7. I have seen some Minecraft videos made with a Surface Pro 4, so maybe it can handle it? But they didn't post their specs or recording setup.

I have no personal knowledge of it, but here's one sample YouTube video someone recorded with FRAPS on a Surface Pro. This is actually the Java version of Minecraft, so the W10 edition should look a tad better.

check and make sure the components you are getting have game capture ability. If not you could have a problem with getting a good frame rate and connection. some graphics cards have it some dont so it just depends on your price range.
