You can play with other people running Minecraft: Windows 10 Edition Beta who are on the same network as you are. You'll be able to play online with Xbox Live and with Pocket Edition (for iOS, Android, and Windows Phone) players.
I'm no multiplayer expert, but basically it "works" by both users each having a Live account (Gold) and adding each other as Friends. "Friends" can hook up with and play together (many games, not just MC).
Yes, at least Xbox Gold. (I think they did away with the 'free' version of Live membership).
edit: there is a free Live membership (the was the old "Silver" account), but you can't multiplayer with it except with an Xbox One (the game has to be for both PC and One... which lets out Win10 Beta).
Alex, just a reminder that if you do plan to get the xbox gold and open your world to friends/strangers, make sure you lock it down first (disable trust players and allow privilege in their menu screen) and get to know them or you'll get trolls trashing your world. Play and test the settings w/ some friends if you're not too familiar with the settings
Live hasn't been free for several years. There's only one plan: Gold.
There is a free Xbox Live plan available, though you cannot play multiplayer on a console. Also, you do not need Xbox Live: Gold subscription to play Windows 10 Edition with friends.
From the Live page about the "free" Live: "Xbox LIVE is the online service for your Xbox 360, Windows Phone, and Windows 8 . Connect for free to enjoy demos of the latest Kinect and controller games, keep up with your friends, customize your avatar, check your gamer score, and manage your account.*"
Nothing is ever said about any multiplayer. You need Gold for that. Multiplayer (exception below) is not included with the Free Live (though they may have a "free multiplayer weekend" once in a while.

Do I have to have a premium xbox live is my next question tho...

True, you can play multiplayer using LAN. But the original question was about how Live works.
If you are using Xbox Live on your computer a premium account to join the party of a game is not needed.

What you said is literally true. However, what you didn't say was "free" multiplayer is only between a Windows 10 device and an Xbox One.
