I have noticed this also. Mainly when using texture packs. The default texture seems to have the issue but not nearly as noticeable.
That is exactly what I have been mentioning! Thank god people are starting to acknowledge this so maybe they can look into it!! Bugs can be fixed, but frame rates, video jitter on "NEXT GEN" and getting headaches in 2015 are game breaking especially since it was flawless 6 to 7 days ago

I'm also glad to hear others are having this issue. I bought a new Samsung LED around Christmas so I have been changing every setting I could think of to make sure the TV wasn't causing the issue. Being as I have not played PS4 Minecraft prior to TU19 I didn't know what to expect regarding frame rates and lag but I know on 360 this was not an issue.
Hopefully this is a bug and can be resolved so that I can use the texture packs that I have purchased.

Excellent, its awesome to finally have confirmation it's not just me having this problem. So I took some steps and put in some effort to ensure it's not something I wasn't paying attention to before the update or just didn't notice it.
Hopefully 4J, (4JSteve also) is reading this post and can have some information and confirmation that it is a problem after the update since the game was running perfect on the same tv, setup and world save.
- Thankfully I backup all my saves before any update on games that require a lot of effort and time. So i had a back up minutes before I installed TU19
- I deleted all my saved worlds and uninstalled Minecraft.
- I reinstalled Minecraft and Blocked the game from updating.
- I proceeded to copy my saved world from USB back to PS4.
- Ran the game, and played flawlessly for 15 to 20 minutes with perfect FPS, no video lag or jitter in any area of my dense world. Flying, Sprinting and simply trying to get it to run bad including tons of TNT
So i hope this is just something simply overlooked, or simply the frame bug/others causing issues that can be fixed. Because I also got arrows fired by skeletons that were stuck in midair and shaking, all my item frames were flashing? When this happened after a few minutes of me and my friend playing online noticed how bad the game was running and shut it off for the night. Subsequent loads of the game produced the same headache inducing lag and jitter

That was me. I went searching on google and found someone else with the same TU19 problem, although its on the 360.
The audio quality is pretty terrible, but I'm pretty sure he says that the only way he was able to repopulate was to cure zombie villagers.
That's where my problem originated... cured two villagers and they won't breed.
So I played around in creative and they won't breed there either.
Before the update it worked fine, is anyone else having this issue? Any official word on it?
Edit: Thank you AlphaOTS. Really don't want to use a ton of gold to make a village. I've tried throwing food at them... letting them farm food... and trading with them to get them to breed... No Luck.

I recommended the same thing days ago and I am doing the same thing myself. I think craft artist was the first to mention doing this when the update first came out. Its much easier to play with out the hassles until they fix it.
You have to CRAFT the new map in the new area I usually toss out any old maps when making a new one and then pick them back up. Works for me hope it helps you.

I think the rationale behind it is that shears are for cutting leaves. Shears are lightning quick at it. So yeah, specific tools for specific materials now. An advantage of it overall is we are now less likely to break blocks we don't mean to with high efficiency tools, which was a much greater frustration than the new arrangement.
Yeah true, but it does not break the bushes it collects them so no apples no saplings. It just sucks if I had known I would of gathered more dirt to have knowing soon it would be alot harder after the update. and from the post above lol I was not the only one liking using fast tools on wood sand and dirt even glass.
Been having a lot of issues with redstone machines. I spent forever building an item elevator and a mass storage system to take the drops from my skeleton spawner to the surface, finally got everything working and the circuit that keep the droppers I'm using running randomly stops every now and then and makes me take out a piece of redstone and put it back in so there's really no point in the whole thing because I have to dig into the wall and fix them whenever they stop and if the second one stops there's no way I can really tell anyway from where I am...should keep the dropper running, just ran a comparator out of the dropper with a block in front with redstone dust on top, dust in front of the block, a block to the left of that dust, a repeater running out of that block into a piece of dust that connects back to the comparator and a block above the comparator, it works for a random amount of time and then it just seems like one of the pieces of redstone stops working randomly, and if I take it out and put it back it all works again for a bit.
I have been experiencing some pretty bad tick lag in a certain area since the latest patch. It appears that whenever I step into that area, the sky starts lagging and mobs jump about. There isn't any redstone contraptions or anything fancy in the world really apart from a small base. I am from EU too.

This could be related to the Zombie pathfinding issue currently in the EU build.

-Overworld mob count (both hostile and passive) is almost non-existent with more than 3 people spread out on a server. It was always a little thin on consoles, but this is especially bad. Please increase the mob counts!
-Mobs killed by Instant Damage potions don't yield full experience.
-Connection issues, like getting kicked from the game and not being able to rejoin host without a server reset. Increased lag, most notably on horses.
-Slime chunks don't seem to be spawning slimes properly (could be related to mob count issue).
-Items regain durability or durability is displayed incorrectly (change happens mostly after eating or other player status update).
-Haste 2 does not seem to be working properly. Animation is correct, but blocks don't seem to break any faster.
-Broken blocks laying on the ground sometimes have their location displayed incorrectly, and can warp around on the screen.
-Health can go to 0 when poisoned.
-Chests from spawners really love to give out "13" and "cat" music discs. Where are the enchanted books!?!
-Horses suffocate themselves on 2-high hay bails in their pens.
-Cave spiders seem very glitchy and go through walls regularly.
-Leads are dropped when disconnecting them from horses, as opposed to going back in your inventory.
-The player count has a max of 8...
These, of course, are on top of all the other reported bugs (pistons, restone issues, baby zombies, maps in item frames, etc...).
My top 3 issues to fix would be the redstone issues, mob counts, and the connection issues. Raising the player count would be a nice bonus!

I'm Canadian, and there is no igloos around. Or snow. Or polar bears. Or moose because I live in a city, but there are moose in the country.
I was in creative and I put down a dispenser, and put a glass block in front of it and put a cobblestone block on each the left and right side of the glass. I put a button on the right cobblestone and a drop of Redstone behind to connect the dispenser. I filled the dispenser with one bucket of lava and pushed the button. BAM...ERROR ! Game shut down and I got the error screen.
I can't seem to get them to breed.
Please respond...
