Okay, I've looked around for information on this, or if it's known, and while I've gotten a lot of stuff back about light level glitches in the game, after very light searching I really haven't heard talk about this so I figured I'd mention it, if people know about it that's alright, if not, then okie dokie too.
Anyways, I was messing around with mob farm and whatnot when I came across a bug involving light levels and water. When I was blocking off all light to come into the mob farm, I waited around and noticed nothing happening, I figured maybe it was outdated or whatnot, but after discovering this I realized that wasn't the problem. I broke into the farm to see what was up and I notice after closing the hole back up that I had broken in, that the light level didn't really go down much at all. After testing a bit I removed the water and all of a sudden the light level dropped to 0. So as of now, the only way for me to get into that farm without causing the water to retain a light level is to break into it where sunlight won't make contact with the water. It's really only a minor inconvenience but I figured I'd mention it and see if anyone else has encountered this as well.
