Could you provide a list of the mods you are using? Depending on the abilities of the coder, the mods may or may not contribute more to lag. Try using optifine and change the settings so that it forces the game to maintain a constant framerate.

So you mean the f3 screen is giving a false fps reading? Try using the free version of Fraps to check your framerate. It could be that Minceraft's benchmarking system isn't working.
If it's the problem I think it is, than I've had it before. And I fixed it instantly by starting Minecraft with a batch file and allocating about 1.5 Gigs of RAM to it. MoCreatures and Tale Of Kingdoms take a lot of memory because they add so much more mob AI, and this should fix things.

I'm Using a Launcher that lets me decide how much Ram to give minecraft or whatever, At the moment I've set it to 2GB ram.
oh my GOD. I never heard of fps that high! I have a win 64bit, 4 gb ram, java 7 and am LUCKY to get 3 to 14 fps! I just deal with it and enjoy the times I get 14 cuz it's smooth then. once it spiked to 23 for a minute or two and it was AMAZING. it's even froze along at 1fps a few times xD
ps: fallout 3, fallout nv, skyrim etc all run at about 15-20 fps on my pc (except in the loading menu where it shoots to 35) and it's smooth with only slight very random lag.

Average for me is about 70, and most I know would consider 50 to be average. 30 is a little low, and how can you play Skyrim at 20 FPS?? I would go insane!!
Yes, perhaps it would help if you explained what type of lag you're having, like Phycozz said. Is it a multiplayer connection problem? Input delay? Occasional freezing? Does vanilla Minecraft run it okay?
This could be due to you having a Mod confliction that it continuously tries to fix itself causing lag.... Theres also the option of the new 1.2.5 update adding double the sky height which is known to cause many problems... Try making a new word.
I'd say try updating your Java. Minecraft is only capable of so much through the true power of Java. Give Java 7 a go, or if you can find it Java 8 Beta

I've seen proof of somebody with 700 FPS in the Nether. Now you've heard even higher FPS. :3 My MC runs at low-mid twenties to low thirties with optifine. I have to deal with 2 FPS without optifine.

If i bought 8gigs more of ram, would that help at all? Cause I don't think ram is the problem..

I can play bf3 at max settings without lagg.
Why does minecraft lagg even though i have 150fps????
I'm playing with mods, but still. I see others playing with mods while recording and not lagging at all...

The eye can see 50FPS, and you've only got 20fps... then it should look like it is lagging ;P

Anyway if you are playing on a server it may be the server and not your computer. Plus I doubt 16GB of RAM is needed to play any game normally.

2012 Laptop I'm NOT mining from: Asus Republic of Gamers G60V - 4gb RAM - Nvidia GEForce GTX 260M - Windows 7 64 bit, 2.13 ghz processor, dual core.
It is probably a 64GB, with 4GBs of formatting.
