Specs:
i-7 at 2.20 ghz
6 gbs of ram
windows 7 home premium 64 bit
1st graphics card:AMD Radon HD 6490m(enabled for "javaw" and "minecraft.exe")
2nd graphics card:Intel HD graphics(integrated, not used to run minecraft.exe and java)
----
I can play skyrim on high; 25-30fps
I always run java on high priority in task manager.
13-14 fps on tiny render distance
No HD texture packs
Fast settings
Drivers fully updated
No virus
Clean registry
Edited minecraft.exe to be able to use 2gbs of ram.
I am not trolling
Minecraft uses about 13-17 percent of total processor usage when in game
Rendering is slow
Super dropped frame rate when breaking blocks
Cant find any other posts that have solved my problem

First off, thanks for the straight forward post. Have you tried deleting everything Minecraft-related on your computer and then reinstalling it? Because if you haven't, try doing that.
1st graphics card:AMD Radon HD 6490m(enabled for "javaw" and "minecraft.exe")
This may not actually be working.
Some computer brands (specific switchable graphics implementations) fail to properly switch to high performance for OpenGL games.
Some of those brands have fixes, and some don't.

So, what's your make and model?
Good find. Thanks. I think that is probably my problem.
