The error occurs in the browser version as well.
In addition, when loading Minecraft.exe the Minecraft website does not load inside the launcher. Not sure if that is related.
This issue isn't unique to Minecraft actually, it occurs with all Java applications. Everything else is able to access the internet just fine. Appears to possibly be a compatibility issue between Norton and Java. I may try downgrading to Java 6 and seeing if that fixes the issue.
EDIT: Does not fix the issue. There is some Norton parental control software installed that is active on other accounts but dormant on this one, but I suspect that could be the issue. I will continue to work on it tomorrow.
I don't believe these are the same errors exactly, but I think there might be something wrong with Java. Another machine with Norton installed and Java 1.6 update 26 was able to run Minecraft just fine. After uninstalling Java 1.7 and replacing it with 1.6.0.26 Minecraft now works perfectly.
After logging in and saying "yes" to update.

SOLUTION FOUND: Uninstall the current version of Java and install Java 1.6.0.26, which can be found here: http://filehippo.com/download_jre_32/9987/

Delete and remove Norton.
Waste of money and only offers a false sense of security.

Anyway, disabling Norton completely does not fix the issue either.
