It is caused by Anti-Aliasing in your graphics card's desktop settings.
1.) Right-click on the desktop.
2.) Choose "Graphics Properties"
3.) Select the "3D Settings" option (the name of this will be different for different cards/drivers.)
4.) Locate the "Anti-Aliasing" (or "AA") setting.
5.) Be sure this setting is set to "Program Controlled" or better yet "Off" or "Force Off"
