For servers, check with the admin about the view-distance. Lower than 10 seems to be causing the problem. I'm not sure if higher than 10 has negative effects or not, but 10 is safe.
Changing draw distance to 10 has made a considerable difference, my grinder is working, i have sheep and cows all over...
spawn rate is still lower if most of server is in the nether though

Yeah, it's kind of an odd mechanic that might have to be reviewed. The mobs-per-world limit should probably be reviewed. If you're the only person playing then all the mobs will spawn around you. If there are 30 people playing, in different areas of the world, mobs will be spawned all over and spread very thin.
That has the consequence of the world feeling more alive and mob traps being more efficient if there are few people playing.
The math should be more dynamic than mobs-per-world. Maybe something along the lines of mobs-per-loaded-chunk. More players means more chunks loaded means more mobs overall. It'd definitely scale better.

It could be that Notch, while adding the setting to multiplayer, hardcoded the change to single-player. That one remains a mystery.
We just migrated our server from my crappy connection in my house to the host I've used for years for other games. Bigger pipe, nice powerful VM, etc. I didn't migrate server properties, just let it regen the file and I didn't change the view distance.
We went from desolate to "OMG, night is dangerous again!"
Setting the draw to 10 might solve the spawn issue but then it recreates the issue of nonresponsive world blocks for us running private servers off our pc's. That was my reason for lowering the draw distance in the first place. This still needs to be addressed imho.
I had this problem at one point, but I think I had fixed it when I changed my render distance back to 10 in the server.properties file. I know a lot of us had to lower the render distance in the previous patches just to get a map even working right, so there are still many using a lowered render distance.
I've seen this same lack of mob spawning on single player. Since 1.6.6 mob spawns have been almost non-existant. Where I was having tons of passive mobs there are now none. I spent four game days looking in the area around one base that normally has tons of passives and could not find them anywhere, not even those infuriatingly useless chickens that are normally constantly in the way.

"Normal" draw distance is the best I can use. If I try to use "Far", MC locks up and crashes (I'm stuck with the integrated intel graphics on my laptop).
As a test I loaded my backup of 1.5_01 and spawn rates were back to normal. Start up 1.6.6 and it's back to living in a ghost world.
On my server, i first had view distance on 7. No mobs (maybe one or two)
Then i tried 9, it was more mobs, but not near so many that used to spawn :tongue.gif:
But i hope this gets fixed so you can run a server with less lag (on older PC's)

also, it's not true that there's a fixed mob limit.
here's a formula from the source code:
Hostile:
70 * {Eligible Chunks} / 256)
(79 for single player)
Animals:
15 * {Eligible Chunks} / 256)
(16 for single player)
for single player, or if youre alone on smp, eligible chunks will always be 289 (17x17 chunks with the player being in the central chunk). for every other player that limit doubles. but if these 17x17 squares collide (ie. people being closer than about 272m in any direction), it'll get lower, but so does the area they can spawn on. but note that by the actual number will be slightly higher by design...
