Speedtest shows you exactly how fast you are sending and receiving data to their servers.
Your ISP tells you that your plan allows for "up to X Mb/s". They don't have to tell you how fast you're actually downloading. If they tell you that you can get up to 100 Mb/s down, then they can give you 2Mb/s and still be right.
As an example, my plan allows me up to 20Mb/s down, and up to 5Mb/s up. I have never once gone above 10Mb/s down and 0.5Mb/s up. Technically they are still providing the service I've paid for.
Run a speedtest. Go to speedtest.net and post the results.
yes ur on a multiplayer server and you are not operator or op so you cannot delete any blocks that are located anywere near the spawn to prevent griefing this is on all servers now go away for spawn and ur fine
Usually i just step back and let the block respawn. Way better than what you are doing and trying to force your way through it. If you start to 'bounce' just stop walking(maybe take a step or 2 back) let the block respawn and clear it.
Is it what should need to be done? NO. Will it help until Minecraft is a fully optimized program? Yes.

Yea that's not spawn, the spawn on that server is clearly marked and I am able to dig those areas up if I dig two blocks at a time instead of a straight line
You either have horrendous latency or packet loss. I think there are network monitoring applications you can run that might tell you which one it is but I don't have a lot of experience in that area. I guess the first step would be to ping the server and see what kind of response times you get.

It will ping the server a few times and then give you a summary. Tell us what the average ms value is, my guess is that it is not going to be good.
