I'm not exactly sure what you mean by "pre-order". If you're talking about buying it now... Then yes, you'll be a premium member and have all the benefits of buying it before it reaches beta.
How to order... When you go to the main page (minecraft.net), you should log in if you aren't already. At the top of the main page, there should be a button that says "Buy now" right beside the "logged in as ______". Clicky action on that button and buy it. :smile.gif:
