For Windows you'd need KVM or Xen which we don't offer. However, you can install a VNC Server and XFCE for a Windows-like experience.

You will not find anything windows based for that budget the costs for windows itself will be in the $15-25 range per month just for the windows licensing. Have you thought about trying to learn Linux?
