preferably about $30
Free Dedicated ip
And I want a reliable Host
I joined another host about 3 month ago and they lasted about a moth then they moved to another host and they wont give me my server

Your budget is pretty slow, I would recommend to check out delimitervps, $30 for a 16GB dedicated. It's the same server what goliath hosting tries to resell you. CPU is not good but it should be fair enough for couple of servers.
