WebSound put it well. If you can not get access to a test IP you still should be pretty good because I am pretty sure there is a direct connection between those two countries.
Even if there is a direct connection it does not necessarily matter, as WebSound pointed out that route may be congested or the traffic might take an alternative route because the host's network or the client's network is not peering with that direct route.
