Hello, I've been bashing my head since yesterday and still haven't figured it out...
First of all, I've done port forwarding for many games and I am quite familiar how things work. That out of the way, my problem is that, my port forwarding for minecraft server ain't working. The thing is, I haven't played MC in a long time and few days ago, my friends wanted to group up and play a bit for fun. As always, it's on me to be the server, since I did this a billion times before, but when I started the server noone could join (except me, of course). I went to port testing sites (canyouseeme, etc) and found out its closed. From that moment yesterday, till now I've tried everything I could think of to make it work.
Tried changing ports, making exclusions in my firewall/antivirus, deleting my kaspersky, tried different configurations in router, tried pocking around router, disabling and enabling various things that could create a problem. Tried earlier minecraft servers, which I know worked... I don't even know anymore everything I did.
Currently, my firewall if offline, no antivirus installed, ports opened, services started, server running, and still can't connect, nor the checking sites can see my port open.
Router: Huawei HG531v1
Windows 10, Minecraft server 1.8.8 Spigot, (tried vanilla too, have no idea why I am typing this).
If more's needed, please ask.
I am suspecting it has something to do with the router itself, but for now, I would like to hear your advice.
When you say the firewall is offline, do you mean you stopped the Windows Firewall service? If so, turn it back on and go into the firewall settings and create an inbound rule allowing TCP 25565. I've seen where just turning the firewall off doesn't always have the result you think it would have. Better to leave it on and configure it.
Do you have another computer that you can use to test connecting it to internally? If it works, you can rule out PC issues then and focus on the router not working. If it doesn't work, then you know it's not the router.
Hmm. Does that router have a DMZ function? If you put your MC server PC temporarily in the DMZ does it work? If it does work, this is NOT a solution btw. Do not leave it in DMZ.

I could ping and connect to my server from my laptop internally.
Got a post on toms, if you wanna see what I already did; its definitely a router problem, or some weird windows feature...

I literally tried everything that everyone suggested... I have no freaking idea what I could do more.
I should call my ISP requesting a new router, we'll see; We're gonna play over Evolve right now, but in the future I should find a solution.
