I'm assuming you mean "Blesta"? Correct me if I'm wrong about that one. Also, I recommend WHMCS as it's a more popular solution in the hosting industry and clients can easily manage it over other billing panels.

If you're planning to make a Minecraft Hosting company, and mostly minecraft, then Blesta would be a good choice for you. Their Multicraft addon allows you to do a lot of other things that the WHMCS addon can't, such as Automatic Dedicated IPs, automatic changeable slots, etc. Obviously, since the customers are also used to WHMCS, moving to Blesta might be a bit hard.

While you are correct that customers will have to relearn Blesta it should not be that hard as long as the host has a FAQ where they could refer to. As for WHMCS you can set up automatic dedicated ip setup, however that the only problem I found with WHMCS is that you cannot set unlimited players automatically. Also you must remember WHMCS is trusted by many more hosts and most people make addon modules for WHMCS for that reason. If you want to expand into other games or hosting I would say use WHMCS as they are more popular and many more things are compatible with it.
Note: I have only used WHMCS so my opinion will reflect that.

Blesta isn't all there yet. It has a much great capability for development and customization, being mostly open-source, but it's simply not all ready for full active deployment. It is missing a couple features we need, otherwise, we would transfer from WHMCS to Blesta ASAP.
It especially helps that Blesta has redone their UI and made it look a lot, lot, lot better than it did only a few months ago. A bonus is the bootstrap-powered responsiveness and clean design as a result.
I have used (and still use) WHMCS in production, and have used Blesta in private.

I have used both. But I would stick to WHMCS as I am used to it and got couple of custom plugins developed for it. But Blesta is slowly catching up the market of WHMCS. Maybe in few years we may seen Blesta being used by everyone

I personally prefer Blesta. It is a much more streamlined process to do essentially anything, compared to WHMCS. In addition the company is very open regarding all aspects of their product and love to hear feedback, this includes the software itself which is a little over 99% open. Plus the biggest factor is security, which they seem to have nailed down unlike their competitor.
