Do you mean respiration? Aqua Affinity is still usefull, because it is the one that makes your mining speed in the water the same as on land. Respiration is the one that makes you breath longer.
All fish should be mobs. However, instead of needing to create a new body for them, just use their item sprite as their entity. Whenever a player comes near, they quickly swim away at a speed one cannot match underwater. When fishing, you can see whether you are about to catch a fish or not because you would be able to see a fish swim towards the hook, along with the water particles already present in 1.7 (does anybody else agree that those swimming particles should only appear if and only if the player is about to catch a fish? Seeing the water particles and then catching something that clearly cannot move like that is just bizarre).
1 pot = 8 minutes. If you're doing anything beside farming clay, you're going to need 4-5 of these in your inventory at any given time. Then you have the bother of continuously going back to get / brew more when you run out.
With respiration III, just carry a bucket, door, sign, stack of torches, etc. to create a temporary air pocket and keep on truckin'.
One inventory slot vs many.
Though... this is the same community that thinks giant mushrooms are OP vs a common biome chock-full of pigs.
