The second layer was so that texture packs could make leather Armor that wasn't dyed or for a combination. Hopefully this will just be so that texture pack artists can know where the second layers is. Until then, "DELETE!"

I hope you don't mean separately dye-able. I can somewhat handle the 23.1 octillion combinations/choices we currently have but I don't I can handle the concept of 4.32*10^49 combinations. That's just stupidly customizable.
I will admit that they don't look good at the moment. Maybe the layer should be removed instead of being made dye-able.
But does it show up in the boots? From what I've seen, it doesn't really show up but I'll add it to my combination calculation anyways.

Same opinion as the majority here. That looks horrid, but would not only be workable if you could dye it, it would add more diversity for the teams this armor is meant for. Main armor color could be your team/clan/squad/nation/etc, and the padding color would indicate your position in that group or your squad or whatever.

This was added because texture pack artists requested a non dyeable leather armour layer. Why would they want this? Consider these leather armour sprites from Dokucraft
Do you see it? Do you see why they might need it or want it?
Take a look at the helmet for example. It has goggles on it. If the goggles were dyed along with everything else then that would look terrible since that it not what they are meant to look like.
Also, the texture pack maker would probably only want the green cloth parts of the armour to be dyed, before he couldn't do that but now he can.
Making this second layer dye-able would completely ruin the purpose of it.
That being said, the default textures for leather armour do not have to take advantage of this new non dye-able layer. I personally don't mind the textures but if you are loud enough Dinnerbone could probably change it back while still keeping the non-dyed layer for texture pack artists and users.
Of course we know that's all what the purpose is, we just don't like the way it's used in the default pack. We want the stripes and kneepads removed, not the feature.

The use of the dye for leather armor was to look cool, or to trick other people and intimidate or keep them away from me, but with a stripe? Nobody fears a chubby, blocky five year old who wears a helmet with a stripe on it, pretending to be a racecar driver.

There's this amazing thing called a "Texture Pack". You might want to look into it.
We suddenly have the ability to customize armor colors in-game, but it isn't perfect! Clearly it shouldn't exist at all if it isn't exactly perfect.
