Fair enough, but you're right it would have to be based on visibility and proximity - one thing I left out was that it would be interesting if the Endermen created structures with their pilfered blocks - something to remind you they were there that night, moving, searching, destroying and creating, and looming over your house.
I liked the earlier idea of them shrouding the surrounding land in darkness, allowing mob spawning. Another slight take on that is that maybe they could take blocks and build totems, around which monster spawning rates is increased, or maybe the totems create shrouds of darkness that allow monster spawning
But then... unless it's done intelligently that might still irk people; passive totem creation could still really clutter the environment.
Awww but they're so cute aimlessly carrying blocks around, I hope he doesn't get rid of it completely. Even if an Enderman did steal a block from my chicken coop which let them all escape, I still think it's cute. It's not like stuff is hard to fix in Minecraft.
Making Enderman More Powerful:
I would love to see their spindly long arms used for a more interesting attack than just hitting the player. I think it would be cool if they teleported to you and the grabbed a hold of you and slowly (or even quickly) drain you of life. Or even more dangerously drain your life meter and your hunger meter as they sucked the living essence out of you. That would make them scary.
Nerfing the Block Stealing:
I have to agree with most in that it is rather annoying. I would rather have them spawn with a block already, rather than steal one and then go about constructing something. Be cool if they constructed a massive portal which when completed would summon a Ghast...but that might be a bit much.

It is if you have a lot of structures across multiple worlds on an SMP server.
Some of my original structures I haven't visited in months, but if any other player has been in the vicinity, an Enderman could potentially have damaged them.

^Agreed. If anything the endermen needed to be more destructive, not less. A moat or a fence was all that was needed to stop them from getting near your home.
I wasn't being sarcastic. They seriously needed to be more destructive. They can't move fences or stairs for that matter. So if you have a well lit area surrounded by a fence, or if your walls were 2 blocks thick made of stairs facing each other you're completely safe from 'em.

build a moat- sure, just completely redesign the already carefully designed creation. moats are barely even noticeable. I'm sure they would make a discreet and totally appropriate addition to any property.
light the area- just light everything! torches, glowstone, lava and fires everywhere! what better way to accentuate the natural beauty of the landscape? personally that's why i spend hours surveying land to find the perfect place to build whatever I'm building.. so i can slather the landscape with light sources making it look like a lightbright art piece just so some mob doesn't tear it to pieces over time.
build on water- because everyone knows that it's not worth building anything at all unless it's on a body of water. land is for tools.. and endermen.
go and hunt them down- i like this one. obviously anyone that plays survival mode is not really building anything and spending all their time engaged in bloodthirsty combat with the evil monsters of the land. that's why minecraft is available in regular and peaceful modes, so in one you can build things with blocks and in the other you can experience the true meat of the game purely playing with the superior combat system.
mob grinder? you deserve what you get- no. if you go through the trouble of designing and building a fully functional mob grinder you should be rewarded for your ingenuity, as you are holding true with the spirit of minecraft as an innovator of block building. you should not be forced to rebuild parts of it every day just because someone decided to add a poorly designed mob to the game.
its only a few blocks in a world full of hundreds of thousands and more- yep, if you only play for a couple of hours then call it quits for good. but over long periods of time things get ruined. and i don't personally split my play time between all the hundreds of thousands of blocks. i tend to stay in the generally small areas that I'm developing, my "base" area. and in this case the endermen damage is precisely focused on a very specific area of the world.. the only part of the world that i care about incidentally. just my luck eh?
I'm thrilled that they are planning to change Endermen to not be able to move any block. Or if they choose to limit it to just dirt, grass, sand, and gravel, that would probably be fine too.
To the small minority of people that actually liked Endermen acting as NPC griefers, I'll suggest right back the same thing that I heard from many of you when others complained about Endermen in the first place:

Heh, of all the things they could fix in the game I guess Endermen going to get it. If anything they should be MORE destructive or at least more dangerous. It would be nice if they would actually build something with what they pick up but whatever. The one stupid thing that they should remove is the void fog down deep.
HALLELUIAH!!! No more floating trees! If this ability was actually dangerous to the player (similar to creeper explosions) I wouldn't mind, but currently it's just a nuisance! I really hope this is released in a 1.8.2 patch soon!

By EVOLVE, I suppose you mean leaving ugly floating trees and little divots and bumps in otherwise flat desert and swampland.

Any block the player can pick up with their bare hands + ore and smooth stone blocks?
I think I would actually be okay with the block moving if it only happened when an enderman couldn't get to an enclosed area (like a house or perimeter of walls.) They would only shift blocks around one space at a time (instead of carrying them around) meaning the blocks wouldn't go far and the endermen wouldn't die/despawn with them (causing the block to be lost.)
Edit: Also, they would only try to get to spaces at the same height as themselves (to avoid unnecessary tunneling into caverns.)
No wrecking landscapes, no wrecking artwork.

I have an idea where blocks are tagged based on who "owns" them, for both the player and the endermen, so that they won't destroy your stuff unless you destroy theirs.

Despite the current failings, I believe the ability can be redeemed: No wrecking landscapes, no wrecking artwork.
