So, I thought it would be nice if the rivers flowed... Pretty self explanatory really. Because right now, they are just stagnant water. I think it'd make 'em feel more real, make it more interesting, and it'd make the world more dynamic.

I feel like that would 'look' cool, but it'd probably be a bit annoying to swim against, and it's never bothered me that the ocean has no tide, so it so it doesn't really bother me that the river doesn't flow.
make water flow period Tides that will raise 1 block and lower 1 block in ocean biomes maybe a wave block as well. Flowing rivers and maybe wind I would love to see stuff blow around.

That is the point. Real rivers are hard to swim across... so it would add to the realism in survival.
Would this interfere with scooping water up in buckets? You can't collect flow blocks. You need a source, but what if a river is your only water nearby?

First off, while I agree with this statement, the likelihood of the river being your only water source is very slim. From a personal preference standpoint though, I would prefer rivers that flowed because I use BTW alot and having my water wheel actually being in a flowing river would be pretty cool, other than an infinitely flowing 5x1 water stream but then again, this is vMC and not meant to cater in anyway to mods. I'm sure there will be a flowing river mod though.
For rivers, Mojang could make a new type of water block with some flow block characteristics and some source block characteristics. For example, it could be full-size, capable of being bucketed, but flow toward the nearest ocean.
It might even be possible to change the flow speed, based on proximity to drops, width, and depth of the river.
I think it would add a good bit of realism, and a fun little gimmick. It'd need a new class written for it, but it could extend the flowing water block class, so that's not an issue at all. If I had the code for it, I could probably write it in a few minutes, so I'm sure Mojang would have no trouble.

Well, make a rapids block. It pushes you like a flow block but can be scooped up by a bucket.
I'm pretty much indifferent. It would look cool and make it seem more real, but on the other hand, it would suck to try to swim against. Maybe if they made it just a bit easier to swim against current.
It's a neat idea, but I have a feeling it would really lag you, to have all that moving water at once. Rivers are pretty huge after all.

The current water model is a compromise between fast gameplay and realism. Certainly I would like more realism, but what you are asking for is no small task.
I can't personally think of any easy way to change minecraft to make water behave the way your suggesting. This is not to say it's impossible, because certainly, anything is possible, but in the context of a simple elegant block based solution for a water model that would allow for flowing rivers (and oceans?) I am at a loss.
Notch has said in the past that he's not really happy with the current water model, but until someone comes up with an inspired solution for a better way to implement water flow without crippling the game with horrid lag, than what we have, is going to have to be good enough.
I personally think I recall hearing Mojang comment on it that it would be pretty tough to code because a newly generated chunk can't be predicted and if your new chunk contradicts the flow of the river, it would jack stuff up... which makes sense to me.
I think it would be a good idea, but it would have to be implemented properly. The current way water moves is a bit too drastic, I think, and wouldn't necessarily handle bends and turns all that well. The water would have to stay level, but be moving, have a specific path. Plus it would have to know when to flow and when not to, to transition from river state to static water. It can be done, but Mojang would have to come up with a number of mock ups to test it out and get it just right.

I think it really depends on the computer if it lags a lot or not; rivers are a nice idea, I wouldn't mind them being added.
Now how about flooding? If it rains for too long, the river goes up a block?
