Aha, that makes a lot of sense. It's a shame, because I always enjoyed being so high up I could look down on the clouds, but it's understandable because otherwise that would be incredibly hard to code. :\
I liked looking down on clouds. But I hated when I made a house on a mountain and clouds come through when I'm doing something. I couldn't see for a while.

Now my monastery will be much easier to move around in/work on.
Well, they aren't realistic, and they make it harder to see.
When I took a single engine plane up with my flight instuctor to practice intrument flying, when we got up into the Cumulouse clouds, (Not only could I not see ****) The entire cockpit fogged up, so minecraft was already realisitic, clouds seep into things.
You can disable clouds, but it's a nuisance that I'm glad is dealt with.

That wouldn't work, because Notch made it so that clouds are past the sky limit.
According to that long initial video at PAX, Notch raised the cloud level above build-able areas.
