If you are expecting a full game just because it is labelled so, you should be complaining about things being added. Full games don't have stuff added as often as Minecraft does, TF2 an exception (probably others exist too).
Having it labelled as a full game appears to be purely a marketing buzz word to justify removing the 25% discount you used to get if you brought before release.
If they released these things as fully developed as you would want them to be, most likely they wouldn't have the adjust-ability in their function that they do. It is a choice and a gamble for them to do partial updates which don't have fully finished features. It give them a chance to know what does and doesn't work for the consumer, rather than just making something render to their standard of "perfect" and have it slammed down for not being how people think it should be.

It would be like adding a gun to a first person shooter game, but for some reason the gun can't actually fire or do anything else. It's just a model that takes up space, and players can still equip it, but it does nothing. The company releases the game. I can imagine that there would be an immense uproar from the buyers once they realize that the weapon is unfinished and that the issue should have been corrected before shipping the game out.

Off the top of MY head, fish NPCs, Lanterns, Elegence potion, Legitimate chainmail, Better bows, and craft-able Netherbrick.
Again, off the top of my head. But, I still like the game anyway. Problem?
A gun in a game,if it has no use,they developers will not make it available.
for villagers,since they where bad at coding,they added them in but at least promised further
progress.
For a gun game,they already have most of the coders that know how to code a gun.
For Mojang,they only have about 10 people,and none know about advance Ai until the new person came in.
In the gun game example, let's pretend that they made it available anyways for some reason or other. That's the current case with villagers. It would have been better to leave villages as uninhabited than having the current useless Testificates. If they don't have anyone who can do advanced AI, then they should have just left the feature out until they got a guy who does know.

Lets see,they did this in 1.8.Imagine rant topics about the villagers being removed. This is,of course,Mojangs game.Unlike other company's,they will leave in features until they find time to finish them.
If they left them uninhabited,people would complain that there are nobody in these villages.Just be glad they found a guy,as they do things like this(the end for example).
But what about the gun example? Let's pretend it was Mojang working on this hypothetical FPS game. Would it be better for them to leave in this feature until they found the time to finish it? Maybe some people would be sad that the gun would be left out for a while, but IMO it would be better for the game as a whole and for the company's reputation to simply add it at a later date once it's good and ready.

Of course,if they where working on a bug game,they could simply copy-paste a gun code and edit the attack damage,etc.

It depends on how you define "finished." If by "finished" you mean that all updates are done, then no, Minecraft is not finished and not by a longshot.
However, if by "finished" you mean "officially released" then yes, it is "finished." Official releases still get updates most of the time, however. Minecraft is no exception. But the point is that although there are unintentional things like bugs and glitches to be patched at a later date, the whole NPC was intentionally left incomplete.
