I just watched the videos about Ender Dragons. I realized something was wrong with the video. We will have possible double hotbars. However, I can't confirm this. Watch the video on the bottom. You'll notice it.
That's what I think. It's likely just an artifact from stretching or formatting.

Sure it appears that the Hotbar has some sort of graphical... ..thing below it, but does that really even matter? It's a pre-release people. This is considered a Buggy version of the Beta, and it's used to locate bugs, not play around.
Clearly this is only a 50/50. Either it's a double-hotbar, or it's a graphical glitch from the updating. I sincerely doubt they'd make a DOUBLE hotbar. I mean really, we already have like, 20 (might be mistaken) spaces of inventory, PLUS the 8 hotbar spaces? If they added ANOTHER 8 spaces, that's like adding more of the "creative" feeling of minecraft into SURVIVAL.
I'm not saying anyone's wrong. What I'm saying is that this idea would be a tad bit overpowered if it were Implemented.
I was thinking it would be for enchantments. The squares are smaller so it couldnt hold normal items.
If its a second hotbar, the one that is highlighted (in use) could rotate to the top and appear slightly larger. Those are all simple visual queues to indicate to the viewer(player) which one is selected.

It's a video artifact...and if it WAS a second hotbar, WHY WOULD IT BE OFFSCREEN?
Because its a beta of a beta and they haven't changed the rest of the GUI yet?

Out of curiosity and thoroughness, I made sure it was on the highest resolution and had better lighting:
This time we can note the black box that extends around "both hotbars." As well as the additional highlighting/edging the upper/in-use one has to separate it (most notable at the ends), though this could be viewed as shrinking of the lower/out-of-use bar or its icons.

It is not a double hotbar. It's a rendering error (and a common one at that). When you look at the "extra" hotbar with the rest of the lower area of the vid beside it, it becomes pretty obvious.

Edit: looking at the video again, it does look like some change to the hotbar has been made. At this point can't tell what it is though.
They took 40 blocks. That’s as many as four tens. And that’s horrible.
Look at the moved edges and different pixel patterns and working transparencies on the bottom. Its not a video glitch. Its in the game.
