The little pile of meat icons needs to be nearly full for the healing over time effect to kick in. So shovel your face full of bread / rotten zombie flesh and your health total will flicker up to full as well.

I don't care much for the threshold that has to be met either. I think there ought to be multiple tiers of such HoT from the hunger bar, instead of just on/off. I frequently find myself in a situation of judging whether or not to bother eating in order to fill my health.
I'd like to see a more gradual slope in the healing effect of the hunger level. Three tiers seems like a reasonable balance, with the current effect in the middle, double the rate at a full bar, and half the rate down to the 70% level.

It's actually not bad, because if your hunger bar is full you can hop around and take a bunch of fall damage, and it will just regenerate health for you. It's pretty handy when exploring or building.
I hope there is a healing potion in there... because people are going to rage sooo hard. lol
The bigger question is IF there is healing potions will they be spamable like food in 1.7.3 and below? I hope there is some sort of cap, kinda like terraria with it's potion sickness.
your hunger has to be at 9 or above. Also, it might be a glitch. I have friends who have their hunger full and it still won't regenerate health. You might have that problem

Depending on how quickly you deplete your hunger, I'd say yes. It just depends on the situation. In combat, insta-healing was more beneficial. For general exploration, the hunger bar tends to win (if you aren't sprinting all over the place).

But really, a full hunger bar heals you just fine. Mojang will also be adding potions in the near future (probably 1.9).
your Hunger bar has to be at least 90% full (so no more than 1 meat icon can be empty). Then every 4 seconds you regain half a heart.
