Well, while dragons are a strong possibility for a later update, I doubt they will be in 1.9. For starters, this mechanic is likely not going to be in 1.9, so its addition to the game would not tell you anything about 1.9. Furthermore, it is perfectly reasonable and common to include symbiology of non-existant entities. In medieval times, they had dragons on sheilds. That does not mean there were actually dragons running around.
So this is baseless, wild speculation.
