1)Minecraft is still in BETA (I don't just mean 'this is a pre-release', even when 1.9 is officially released it will still be BETA version 1.9).
2)This is a pre-release. Constructive criticism is good, 'this sucks, you shouldn't have pushed it out so fast' isn't.
3)Most of these features in 1.9 were supposed to be in 1.8, which means they were partly/almost ready for release when they released 1.8 and therefore were able to be pushed out so soon because there wasn't much work to be done.
4)Addendum to #1, BETA means we're testers, not players. We're meant to test the game (and enjoy what we can), and tell them, in a calm and constructive manner, what they've done right and wrong.
EDIT: I've beta-tested other games, and was here pre-alpha, so I know what I'm talking about.
These are designs flaws more so than bugs. I just feel like it being a beta is such a bullcrap excuse for these design flaws.

I feel like 1.9 was released way too soon. It just puzzles me at how mojang continues to introduce shallow features to the game. World generation is still broken, XP and villagers still do nothing, and many problems from 1.8 are yet to be addressed.
World Generation:
Abandoned mined and villages still spawn incorrectly. They do not actually take into account the terrain they're spawning on. Abandoned mines float in mid air and villages spawn incorrectly. The pathways spawn at random and the houses spawn up and down and never actually look or flow well. The pathways block doors or sometimes go above houses and sometimes houses spawn on a larger hill than the others. Ravines and abandoned mines are too frequent and there are no jungles.
XP and Villagers:
XP still does nothing and is gained from jumping. As we saw before the pre-release has almost all the features of the full release so I am afraid that 1.9 will still have no function for the XP. Villagers have the AI of animals are probably will never do anything more than walk around? Why because even millenaire has problems with ai and pathing. It has taken him months to find a balance between function and performance. At earlier stages his AI wasn't optimized well enough and ate up so much CPU that many PC's couldn't run it. Even today there is a noticeable lag and with persistent animals it will only be worse. I just feel like their only function will be to just be and not to do anything of interest.
Problems with 1.8:
Endermen are boring and are considered to be annoying rather than cool. Little use for enderpearls or rottenflesh and many have yet to see a stronghold.
My point is this.
1: I believe that 1.9 will follow the same pattern as before. People will say "It's just a pre-release" then when it comes out it will look the same as it did before. With functions that are still broken or have no use.
2: I wish mojang would focus on one core concept and make that as deep as possible. As it is many items, mobs, etc, in minecraft has little use. They were cool for a bit but are now broken. They have no depth or hidden function. Mojang continues to add new, shallow features, instead of really working on making existing features more complex or interesting. How long were endermen cool? How long were villages neat to look at? How long was it before you realized abandoned mines are boring and are just like caves?
Finish the elements of 1.8 before releasing 1.9. Because 1.9 is the nether update and has new nether features (which are very shallow as well) and very little additions to 1.8 features. Villagers will never be more than animals with a human skin, that is my prediction and as long as mojang continues this trend of A.D.D. like updates I'll continue to loose interest in minecraft.
Side note:
People are experiencing even more lag with 1.9 which is said because I know many couldn't even play 1.8 because the FPS drop was so significant.
Id much rather have Mojang take their time and deliver a clean, playable product than give us tiny installments of fragmented gameplay mechanics. I still havent moved up past 1.7.3
