I apologize if this is a technical repeat, but I remember there being a thread similar to this, but it was only on one specific forum (the News forum) instead of every forum.
Which page were you visiting when you encountered this bug? Originally, http://beta.minecraftforum.net/forums/servers/pc-servers though I made a post there (assuming it was just a visual bug, it wasn't) and the next day the post was gone and that fourm (and that forum only, minus news and test sub-forum) was locked.
How can we do to reproduce this bug? Easy, find a forum that is typically locked (for example, MCX360: Multiplayer) and when you view the forum, any user logged in (yes, that includes me and other normal members) have the "New Thread" button in which they can create a post in that section.
What was the expected outcome of the action that you took? Well, when I first saw the "New Thread" button in the PC Servers forum, I thought "oh, they forgot to add a check on that button for the forum, I doubt the forum is actually unlocked" so naturally, I went to test that. Needless to say, the forum post was made and it was (to my knowledge) public.
I do, however, find it nice that forums with no posts (and are not locked) have a little "Hey, there's no posts here, you should make one!" note. Consider this line positive feedback.
Edit: Silly me, I forgot to include what I think happened. Anyway, I assume that the converter from IP to Cobalt doesn't support locked forums. That's my best guess, as I doubt the Cobalt database would be the same as IP's, considering forums are unlocked, then later locked manually.
