Which page were you visiting when you encountered this bug? I don't have the exact thread (I'm sorry) but this isn't page specific as it is easily reproducible on any post with some form of attachment (typically an image).
How can we do to reproduce this bug? Please, for my sake, fix that grammatical error in "How to report a bug".
Back on topic, it's fairly simple.
Go to a thread with an image as an attachment.
View the attachment.
Close the attachment.
Hover over an element that would typically have a tooltip. The tooltip should be in the last place it was before viewing the attachment (if you didn't do anything to move the tooltip, it should be in the default place, around the placement of a second post).
One of the most common places that a tooltip will come up is upon hovering over any "Thank user for this post." button.
What was the expected outcome of the action that you took? For the tooltip to follow my mouse as it normally does.
I have also included an attachment to this post, just to make it so you don't need to search for a post with an attachment to test this bug.
