I am getting a failed to connect to the server Connection refused: connect error when I try to logon. Any reason why this might be happening

This is because there was an update to 1.2_01, that wasn't mandatory for servers, clients don't have much of a choice without downgrading (will post when I find out how), meaning you are at a higher version then the server.
EDIT: It seems downgrading does not help, so the server is actually down.

Also I've been looking for a nice PVP-Faction server for ages. Also, I want the Outlaw faction because I enjoy the nomadic aspect, I don't like to settle in one spot.

Notch released a new update, 1.2_01 from 1.2. So the server isn't updated.
