I've listed these for various reasons, either there's almost none of it, or it will easily be gone.
Sand (For TNT and towers)
Diamond (For tools, and prehaps magic)
Coal (This might take awile, but for fire and torches)
Leafs (For apples and saplings)
Wood (For crafting and fuses)
Any more rare ones?

I agree with Sand, gold, and diamond.
Trees are very common, and I'm sure there's going to be some regenerative process for it.
Coal is incredibly abundant, and it would take a good half hour to harvest, much less use all of it

I have enough coal to light up hong kong for centuries if they lasted for an hour each, enough iron to make the persian archery regiment's arrow demand look like an everyday order, enough gold to make Midas look like a pauper, and enough diamond to make zero look like a big number.
Yeah, all of these depend on the map. Sand can be rare on inland and flatgrass maps, as there are less water bodies to generate the stuff.
Also, screw diamond rareness. I found like three veins of the stuff before any sign of gold or iron. And that was after going through a labyrinth of underground tunnels. The rarest block? The one you are currently looking for.
We'll run out of black people to make gunpowder...
But seriously, everyone's freaking out 'cause of block scarcity. What happens when a popular sever reaches capacity for buildings (runs out of room)? They reset. Probably the same for survival MP maps, 'cause if you run out of stuff an admin will simply reset!

i'd think diamond should be moved way down to teh bottom ten or so blocks of the map. it makes it a challenge to get, and it's kinda realistic too.
sand should be able to be made out of dirt in crafting, so you nevewr run out. just put a block of dirt in the box and you get a block of sand.
Sand is ground up stone. Realistically, sand could probably be made from cobblestone.
Dirt, on the other hand, is actually sort of a mixture of sand, clay, and silt (and other natural matter). Taking something out of a mixture seems a mite bit harder than making it from its base component.

Raise my dragons please!!
Diamond is rare as hell.
But Iron and Gold are not listed. I am disappoint.

Whale of a Tale!
Sponges are non-existant, along with obsidian, glass, brick, bookcase, and cloth.
As for rare, that would be sand, wood (depends), diamond, and probably gold. And brown mushrooms, but you can just kill pigs and sheep for that.
Diamond < Gold < Iron < Coal

This has to do with Survival in general, not /indev/ specificaly.

Because otherwise what would you do with your seeds?
