I looked into this and I think it's unintentional. The lava on the very bottom is exposed from the start, and if you dig a hole near it, there will be no lava, and then connect the lava to the hole (ie. exposing it to water from the side) and it turns to stone. Also, if you make an air pocket and look at it while not in the water, you don't see the lava; the lava is only visible underwater.
I thought maybe since it's bug lava it wouldn't hurt, but it does... it does...
Probably intentional, but it looks kind of weird underwater.

Probably touching from the start. Might be the same case as the sand that doesn't drop until you mess with it.
