I have seen it been done before, and I reccomend you do the same;
If possible, gather as many trustworthy people that you know will help you build the city, then make a public server.
Then set those people into groups to collect certain resources, then have them bring those resources into a chest near the build. Save your work and then close the server. Then, build with what resources you have. When you run dry, repeat the steps of gathering people, setting a server, and gathering resources.
I have done it on a much smaller scale. If you WILL create a server, we would be more than happy to help. Just make sure you have a checklist of who is coming so trolls and greifers do not ruin your project and a group of admins to kick a person who is not on the checklist.
If you do decide to put this on a server I would volunteer to help. This project is too beautiful to leave unfinished. It just needs a few more people to work on it.

First off I want to thank everyone for the insane amount of praise I received for this. Seriously I probably wouldnt have even started this without the community help.
I have decided to give out the save for now. I may finish it later on, I feel like once I go through some more projects I may want to return to this. But for now I'll let you guys explore it a bit ( and im sure someone will set it on fire).
Well when you start off in the world you will be looking at one of the most anti climatic entrances ever. Just hop in that mine cart in front of you and ride on down. Enjoy the purdy view. Ill just let you explore the rest.
amazin but please finish i mean u have the back wall of the ship missing and a dotted ocean like thingy. it would be even more amazing if it was done. overall though its great
Thanks alot guys, I hope to finish this one day, and im working on it off and on. I think just the massive size of this monster takes part of the fun away from it. If i make significant progress ill update.
I'm thinking that I will finish it, I started thinking of all the new possibilities that i forgot, lighting up the ocean with light stone, transportation through the ceiling by dropping mine carts. I also realize that this is lacking in structures, as it is mostly islands, water, and trees. so I need to fix that. Actually just writing this is motivating me, so i think you can look forward to a update.

A grade to you sir, you concept is creative, well executed, planned out (or it seems so at least), beautifully designed and most of all: legitimate.
I hope you don't mind but you're going on my list of 'people want to be when I grow up' (if I ever decide to grow up that is)

But for the lag I usally just turn the fog on so it isn't massive. And it actually makes it look bigger
