Title says it all. Some mods need to be made official. Mo's Creatures, for example, is one. Its pretty damn awesome. So is CheffCraft and Carbonator.
Since the mods aren't created by anyone at Mojang, including them as part of a product for sale would be considered copyright infringement, and would leave Mojang open to being sued. Negotiating contracts to allow the inclusion of such mods would also probably be more trouble than it's worth.
What's more likely is that Notch will use the ideas from the best of these mods and implement them using his own code.
Not sure how it works in Sweden, but in America if the author of something says you can use their work in your game/book/whatever then you're legally allowed to... If it's the same in Sweden, a few emails is all it would take.

Because its not his primary focus. The game is still very far from a release state, so for now we've got a limited amount of mobs, craftables, and blocks to keep us happy. The only mods that really should be implemented is the Handheld Torchlight mod, I believe he still figures that it's too rough around the edges at the moment, and BetterLight, which is too resource-intensive but could be added in as an optional setting.
