once I got a boat and started exploring around in minecraft I noticed how little water is actually utilized, I think there should be more stuff underwater, basically you get scuba gear and allow players to go underwater for long durations and explore a different area for different resources and challenges
you should add:
-scuba gear (better if the oxygen limit can be upgraded)
-sharks, fish, and other marine life
-new types of resources that can be acquired only underwater and old ones too
-underwater caves/caverns
-submarines? (possibly, if so will require some pricey materials)
Anyways, I'd love to get more underwater-stuff. Everything you mentioned, and maybe some underwater-specific tools that works fast underwater, but slow (or not at all) on land.
Also, underwater lighting. Deep waters are dark.
also the level generator should be tweaked to have very deep parts in the water for itto get the full effect

Anyway, scuba gear would be pretty cool, actually, as well as giving you an underwater light source. However, oceans would have to be deeper and more unique to make the gear useful.
I think scuba gear would be pretty cool, would just have to make a helmet variant that allowed underwater breathing. Maybe not infinitely, but for much longer than normal. Would add alot to exploration imo =D

If there was to be scuba gear one would probably get five to ten times the air and no advantages other than that.
Think about it, if you even had twice the much you could do awesome ambushes on boating people.
