MCBans keeps track of bans made from several servers, it is a replacement to the current ban system on hey0.
Please read below before using the MCBans system :3
Plugin
Each player upon connecting is checked to a global list of players to see if
A. Has previous bans on other servers
B. Player has been globally banned (more on global bans below)
C. Player is owner (who will never be banned from their own server)
There are 2 types of bans, Global and Local, Global bans eat at the players reputation, (see Global Bans below) and Local bans, just ban people without rep damage.
When a player connects that has previous bans on other servers, it will message admins telling them the number of bans and tells the player, so he can either ignore the message or go to mcbans.com and dispute the ban.
When an owner connects, it will tell them they are logged in as the owner, and if there is a new version of the plugin will tell them.
Global Bans
Global bans are tricky and can be messy but MCBans has tried to curb this, by giving each server reputation points as well as players, a player starts off with 10 reputation points, and a server gets 1, to be globally banned you need to be banned by 10 initial servers.
current players reputation=(player)-((bans)(reputation of each server that banned you))
Each ban can be disputed by a team of mods on MCBans and cannot be viewed by anyone besides server owners, mods on MCBans and the banned player. if a dispute has found in favor of the player, the server will lose 0.05 rep and the ban will be changed to a Local type. If the ban is found in favor of the server then the server will gain 0.05 reputation. this change in the servers reputation will make their bans more or less damaging to a players rep. and lastly just a close ban, when either side was in the wrong, then the ban will be changed to a Local type and the dispute closed.

Correct me if Im wrong but I think it's allowed, we just aren't allowed to publically post the person's Minecraft Name and IP.
Global Ban Lists in my opinion are stupid.
This global ban list is tightly controlled, and have been setup to curb any kind of abuse of the system. the banlist shows only name + bans, this info is for the server owners to protect their servers, bans can be disputed and may be removed by the server owner at his/her discretion. A team of moderators ensure fairness for server owners and players. this site is to complement the server, not hinder daily activities.
I think Notch should implement this as a native feature, since griefing does seem to be a big problem for a lot of server admins. I would personally add the ability to select which names to allow from the ban list to give a little more flexibility, assuming you might know one of those people.

Your free to post a global ban list, just not on these forums (because the administrating staff does not want to deal with it).
Also, some people prefer to have global ban list. While you may not agree, it would definitely prevent greifing. The owner can decide to put it on their server. So it's not mandatory for all servers to use. Also you can choose to play on those servers. So despite your opinion, this plugin is for the server's benefit. Just as long as it is not being abused.

The reason that griefing is such a big problem is because Notch is so damned inept at making server/client verification.
The way I see it is, There could only be somewhat reliable distributed ban tables if one were to as well develop an anti-hack (Would have to be developed for multiple platforms so that'd be difficult yeah =/) and allow that to handle the global ban portions, but since it is java I don't see that happening anytime soon.
